referred a complaint from Lot no. 116 of Fui Sha Wai at Tai Hang of Tai Po which concerned about the construction noise and diesel-liked
smell generated from construction activity nearby which caused nuisance and health problem in the morning
on 19 December 2013. |

Investigation
and Findings : According
to the information of the Contractor (China State Construction Engineering
(HK) Ltd.), ground investigation for site preparation work was carried out at
the area nearby Fui Sha Wai at Tai Hang of Tai Po on 19 December 2013. The
diesel-liked smell is likely generated from the exhaust of drilling rig
during operation (Figure 1). Upon
the receipt of complaint on 19
December 2013, the Contractor met with the
complainant to discuss for the improvement measure to be taken for the works
on the same date (Figure 2). The Contractor subsequently extended the exhaust duct of drilling rig
to a higher position for achieving a better gas dispersion and hence to
reduce the impact to the public on 20
December 2013 (Figure 3). The
Contractor willing to defer operation time of the drilling rig to later time
in the morning to minimize nuisance caused
to public. The noise and odour nuisance complaint is
considered project-related. The Contractor is advised to implement the
mitigation measures as stated in “Recommended Mitigation Measures”. |

Recommended
Mitigation Measures: 1) Extended the exhaust duct of drilling rig to
a higher position for achieving a better gas dispersion and hence to reduce
the impact to the neighbouring resident 2) Reschedule of works to minimize noise disturbance
to the neighbouring resident; 3) To inspect the PMEs regularly and well maintained to ensure that they are
operating efficiently and that exhaust emissions are not causing nuisance 4) Informing the nearby residents in advance (at
least one day) of any noisy works to be carried out in the morning. |
